PSI seeks a seasoned Chief of Party to lead the implementation and management of a $39M 5-year USAID/PEPFAR-funded HIV/TB Agency, Information, and Services Activity (HIV/TB AIS) project in Myanmar. The project will support HIV and TB prevention, diagnosis, and treatment, and TB/HIV integration activities in Myanmar to assist the National AIDS Program (NAP), National TB Program (NTP) and the Directorate of Disease Control in efforts to end the HIV and TB epidemic in Myanmar. The dual purposes of the Activity are: to achieve HIV epidemic control and to achieve a Myanmar free from TB.


The COP should have significant leadership including local board management, people and operational management, and international development experience; a demonstrated track record in successfully managing government, donor, and HIV and TB stakeholder community engagement and relationship building; a commitment to capacity building and mentorship; and experience successfully conducting and implementing USAID-funded projects of similar size and scope. Your primary responsibility will be to ensure that the activity produces the results specified in annual work plans, to the required standard of quality and within the specified constraints of time and cost. The COP will act as the main point of contact with USAID and work closely with the NAP, NTP, USAID and other stakeholders involved in program implementation. The COP will also ensure that the program is represented in national technical, policy, and planning forums with USAID/PEPFAR, the Government of Myanmar, NAP, NTP, key HIV and TB stakeholders, and the PSI’s local implementing partners. This position will be based in Yangon, Myanmar.

Your contribution

·         Lead the implementation and monitoring of the USAID/PEPFAR HIV/TB Integrated Activity.

·         Ensures that program implementation is managed closely through the development of work plans and monitoring and evaluation plans.

·         Oversee a management team in the main project office, as well as key teams across other regions in Myanmar.

·         Lead program design, planning and management, coordination, and communication, and reporting with sub-partners.

·         Build relationships and collaboration among partners.

·         Technical and organizational capacity building.  

·         Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, and Burmese government entities at all levels.

·         Serve as the focal point for engaging in dialogue with the Government of Myanmar at both the central and decentralized levels, in conjunction with donors on key issues relevant to the USAID/PEPFAR HIV/TB Integrated Activity.

·         Serve as the main point of contact/representative for the project to USAID/PEPFAR.

·         Ensure the effective use and coordination of USAID/PEPFAR resources and the compliance of the financial systems and controls with US Government standards.

·         Oversee quality assurance of program activities and services and data quality, implementation of monitoring and evaluation plans in line with PEPFAR MER 2.5.

·         Ensures timely and accurate financial and programmatic reports in line with USAID/PEPFAR requirements.


What are we looking for?

The basics

·         Medical doctor or master's degree in Public Health 10 years of senior public health project management experience with large-scale projects;  

·         Experience in and familiarity with Burma and the Burmese language is preferred;

·         Experience leading PEPFAR funded, HIV prevention and treatment and/or TB prevention and treatment projects in Myanmar or a similar context;

·         Proven leadership experience galvanizing government support and buy-in and working collaboratively with high-level stakeholders including local partners;

·         Recognized expertise in HIV prevention, care, and treatment, biomedical interventions and clinical services and KP specific HIV and TB programming

·         Recognized expertise in TB prevention, diagnosis, and treatment at the community and facility levels;

·         Experience managing subawards and/or community-based organizations

·         Knowledge of and understanding of the national stakeholders, technical working groups and fora, and local context in Myanmar a plus;

·         Working knowledge of and experience with USG funded activity management, policies and procedures;

·         References will be required.
