Objectives of the Work
The baseline Evaluation will be completed at the start of the project, with AAM programmatic
staff and local stakeholders, to measure the status of all indicators and to understand the starting
point of key elements of the work against which later progress will be measured. This will enable
project indicators at output and goal/outcome level to be measured and tracked.
The objective of the baseline evaluation will provide information on the situation the project aims
to change. It will provide a critical reference point for assessing changes and impact, as it
establishes a basis for comparing the situation before and after the project, and for making
inferences as to the effectiveness of the project.
Education: BA or relevant degree in Development Studies, Cultural Studies, Gender Studies,
Anthropology, Law or related fields.
Experience: Minimum 5-7 years expertise, knowledge, and experience in the field of project
evaluation; Minimum 3-5 years experience working with international organizations and donors;
Knowledge and understanding of international and country-level implementation of aid
effectiveness agenda; Experience of project formulation and evaluation.
Demonstrated experience relevant to thematic requirement of the programme.
Language: Fluent in Myanmar and English. Excellent written communication skills in English.
