Job Description/Requirements

1. Background of the Project

The Improving Inland and Marine Fishery Governance (IIMFG) (Jan 2020 –Dec 2023) Project is funded by

LIFT. It aims to improve Fisheries Governance, Policy Research & Education in Rakhine State & Ayeyarwaddy,

Yangon, and Thanintharyi Regions. It is the extended program of the 1st Strategic Partnership Agreement (SPA1) between LIFT and NAG, whih ran from 1st April 2017 to 31st December 2019, focused on improving comanagement of Ayeyarwaddy’s Wetland Resources.

There are two goals of the project: goal 1is: Capable, sustainable and influencial national CSOs working at scale

on all facets of small-scale fisher livelihoods and decent work in Myanmar’s fishery sector; goal 2 is an informed

LIFT Board and management engaging proactively with civil society for strengthened resilience and sustainable

livelihoods in fisher and riparian communities.

The second LIFT/NAG strategic partnership will be implemented with six objectives:

 Improved Community Fisheries Co-management

 SSF Livelihood, Value chains and SMEs

 Effective Fisheries Partnerships and Networks

 Improved Legal Frameworks

 Improved Collaboration with DoF

2. Purpose of Consultancy

PEA consultant is responsible for overall analysis of the changes of stakeholder intervention and institutional

reform mechanisms in fisheries governance within the project areas of IIMFG.

General Objective of the PEA Study:

This study provides an overview of what these changes might have meant for ongoing fisheries governance

reforms in Ayeyarwaddy region and contribute to the regular analysis of navigating effective pathway for reform

and mitigating the risks of potential pitfalls. The PEA is an action oriented tool that will be interactively used

with the project team and agencies to provide in-depth practical analysis in order to learn and adapt the nature

of intervention as a strategically guide for reform process.

3. Methodology

Both qualitative and quantitative methods will be applied as following:

 KI (Stakeholders)


a. Private Sector

b. CSOs/NGOs

c. Individual interview

4. Scope of Work

Under the above-mentioned study, the consultant will engage in the following activities:

 Participation in a series of meetings organized by the NAG Team and Project Team for this study

 Identifying target townships and villages in Ayeyarwady Region in order to cover both within and out

of the project areas

 Develop the research methodology and design together with NAG Research Team

 Develop a Final Field Guide together with Data Collection Formats

o Clarifying who can provide the more efficient information and trying to meet those persons

 Lead in work planning, data collection, data cleaning, analysis and reporting

5. Outputs

The study expects to produce the following outcomes:

 An improved understanding of the impact that policies are having on communities and recommendations

for further legal/policy reform to consolidate the gains achieved.

 An improved understanding of how stakeholder relationships have changed, (including the ways that

individuals and small influential groups are able to subvert the pro-poor policies process to their own

advantage), and suggestions on how the bylaws and working practices can be strengthened to prevent

elite capture.

 An understanding of the impact that the selective allocation for communities’ policy is having on

regional revenue collection and suggestions on how this can be improved.

 An understanding on whether the new law and policies are alleviating or accelerating natural resource

7. Requirements

This contract is open to International and National consultant with the following requirements:

 Extensive local knowledge and work experience in Myanmar

 Proven expertise in carrying out similar policies and natural resources governance studies in Myanmar

or the region.

 Excellent oral and written skills in English (knowledge of Burmese would be an advantage).

 Experience in quantitative and qualitative data collection methods and analysis.

 Strong network and existing contacts amongst local CSOs and Stakeholders in the Region
