Deputy ECCD Programme Manager (PLAN)

Job Description/Requirements

Job Purpose:

 Engage directly with partner in projects level as needed.

 Lead and manage all technical aspects of the ECCD programme implemented in Nyaung-U District and its extended area including mobilization, recruitment, curriculum design, training, support services.

 Set up the networks for public private partnership at the project area.

 Develop detailed implementation schedule at the field level.

 Monitor and evaluate the implementation of the project regularly.

 Represent Plan International Myanmar in various forums and coordination meetings at township level.

 Provide quality reports (monthly, quarterly and annual reports) timely.

 Liaison with the local authorities and concerned Government departments regarding project activities.

 Assist to Programme Manager in development of ECCD programme strategy.

 Develop and manage budget and ensures compliance to Plan’s accountability standards.

 Develop detailed implementation schedule at the field level together with Programme Managers, Program Unit Manager and partners.

Qualifications, Skills & Experience:

 Ability to speak Myanmar Language fluently

 Bachelor’s degree, ideally in a subject related to management or development.

 Minimum five years of demonstrated professional experience leading and managing in relevant field.

 Experience leading Early Childhood Care and Development initiatives on the township/village level required.

 M&E experience in the ECCD centre as required.

 Understanding of development issues in ECCD activity, relevant policies and frameworks.

 Good knowledge of community development in Myanmar.

 Extensive experience assessing, building capacity, monitoring and cooperating with local NGOs/Partners.  Experience in implementing donor-funded projects.

 Track record of participation, training, facilitation and awareness raising.

 Experience of working with children and communities is an advantage.

 Good English language skills, both verbal and written.

 Ability to work in a multidisciplinary and multicultural environment.

 Strong team-building and facilitation skills.

 Good communication skills.

 Proficient in computer skills.
