Research, Evaluation, and Learning

 Work closely with Education and Senior MEAL Manager to review, develop and lead on the

implementation of Education sector research and learning agenda by ensuring appropriate

resourcing during proposals, and robust research designs for implementation

 Work closely with the MEAL and education program teams to review logical frameworks and

develop a research and learning strategy at proposal stage in line with outcome and impact

indicators and programme implementation modalities

 Support programme teams to develop detailed scopes of work for the baseline, midterm, final

evaluation, research and studies of the education projects in line with SCI Evidence Quality and

Innovation developments (i.e. ensure key templates that guide quality measurements and

evaluation planning, implementation and research impact monitoring are used.

 Lead in developing research questions, tools and materials for the studies

 Develop training modules and conduct training for field staff, enumerators, and local partners

 Develop well-written reports that include quantitative and qualitative analysis, as well as

contextual analysis and interpretation of results.

 Provide technical capacity development to program managers for report writing from the

perspective of research and learning

 Lead in dissemination workshops with field staff and partners, including guidance for

dissemination plans to communities.

 Lead in learning and sharing sessions of the research/studies, including within the country office

as well as external events.

Systematic Generation of Evidence

 Provide technical assistance to the MEAL coordinators, Officers and Project team members to

enable them to collect, analyze and generate evidence from the projects for the advocacy and

programme development

 To provide support to education programs to implement integrated program monitoring

activities with a focus on effectiveness and outcome reporting and reflective processes.

 In collaboration with Senior MEAL Manager and program team, design innovative and

participatory monitoring and evaluation methodologies and tools to assess outcomes and impact

of the projects.

 Support MEAL coordinators, officers and data assistants in the effective management of data

emerging from program monitoring and evaluation processes as well as support for the effective

data demand and information use (DDIU) processes in the projects and program

 Build capacity of MEAL and programme team on developing data collection tools to help

demonstrate required disaggregation (e.g. Sex, Age and Disability) in a manner that facilitates

inclusion and demonstrates the impact of the projects among its target beneficiaries. Support

review of these tools to ensure they meet the required key variables/disaggregation.

 Identify and support the development of relevant research and analytical skills including practical

use of mobile technology methods for staff in order to build organizational capacity for impact

monitoring and assessment.

 Degree (in statistics, economics, research or other relevant social science), equivalent
qualifications or evidence of equivalent research and analysis experience
 At least five (5) years of experience designing and implementing MEL systems, specific to the
roles above preferably in reproductive health programs/ humanitarian setting.
 Experience with MEAL on Education programs preferred.
 Advanced quantitative or mixed methods research skills, including ability to review and critically
appraise data and empirical literature.
 Professional proficiency in English required
 Computer literacy and competency in use of Microsoft Office software

 Ability to develop and utilize appropriate methods and tools to support high quality research and
 Well-developed skills in managing and delivering a range of research and development projects,
including effective and efficient resource allocation.
 Excellent organisational and planning skills, including programme, resource and performance
 Ability to work under own initiative with a proactive approach to problem solving.
 Strong communication and interpersonal skills with the ability to engage a range of diverse
audiences, stakeholders, funders and partners.
 Strong people management skills, including developing and motivating direct reports, colleagues
and consultants.
 Proven skills in writing for and speaking to a range of audiences to ensure impact, including making
empirical data accessible for different audiences, and in using different channels and media.
 Strong interpersonal skills, self-motivated and result-driven, with ability to effectively build and
manage networks and relationships for program promotion and issue-resolution
