Job Description

ROLE & RESPONSIBILITIES

The Finance Officer is mainly responsible for accountability and financial related supports for MPG’s implementing projects operations particularly for Community-led HIV services activities across Myanmar and this position is responsible for the following key tasks and duties.

ACCOUNTING AND FINANCIAL MANAGEMENT

 Ensure implementation and follow financial accounting protocols, internal control systems and advance and payment procedures in accordance with organizational policies and donor regulations

 Ensure that computerized/manual records of cash receipts and disbursements, including receipts, payment and general journal vouchers are maintained

 Ensure regular local and national tax declarations including salary and stamp duty tax for staff

 Support Admin Finance Assistants of designated field implementing offices to achieve committed Key Performance Indicators targets and donor deliverables

 Analyze and assign budget and expenses for each field office and regularly track the burn rate against planned budgets

 Prepare and develop budget data documents for regular analysis

 Conduct weekly and monthly physical cash counting for transparency and accountability of the control system

PAYROLL AND PAYMENT MANAGEMENT

 Ensure employee salaries are prepared and paid according to workhours and level of efforts to respective assigned project

 Ensure systematic deduction of personal income taxes from salary in coordination with Human Resource Department

 Perform transfer and documentation of salary payment of all employees for monthly salaries through banks

 Prepare and Perform payments for procurement processes of MPG implementing projects and activities

MONITORING AND TECHNICAL SUPERVISION

 Conduct routine financial monitoring and provide technical support supervision visits to Field

Project offices for compliance and smoothness of implementation of field operations

 Organize, coordinate and supervise effective implementation of timely, qualitative and compliant processes at all levels for reporting to the key stakeholders including Ministry of Health and Sports, Donors and other partners

 Act as focal for donor and audit field visit to the implanting projects within the designated region

 Ensure the monitoring and supervising planned and performed by Field Project Coordinators to project implementation activities

DOCUMENTATION AND REPORTING MANAGEMENT

 Ensure the review of reports from field offices for accuracy, completeness and compliance with committed agreements and for other the programmatic reports are recorded with specific budget codes, account codes and donor codes in the software system

 Support Senior Finance Officer in development, updating and ensuring relevancy of Standard Operational Procedures and guidelines for internal control and fund management

 Provide regular reports and feedbacks to Senior Finance Officer on findings of field monitoring visits and regular overview of financial documents with recommendations

CAPACITY BUILDING OF STAFF

 Support Program Manager in Staff Performance Evaluations of Admin Finance Assistants according to Financial policies and standard protocols

 Provide technical capacity buildings and guidance supervisions to Field Project Coordinators and Admin Finance Assistants in project townships by ensuring continuous linkage, coordination and close collaboration through regular communications and feedbacks

SKILLS AND EXPERIENCES NEEDED

 Hold a relevant University Degree in financial management with qualification of LCCI preferably qualified accountant or CIMA qualification is an advantage

 Has minimum five years or equivalent proven experiences of NGO Finance field of work

 Has proven experiences of working in HIV Program related project management including preparation of financial data for audit and donor report submission

 Has familiarity with finance and accounting software

 Ability to efficiently communicate in verbal and written English
