Monitoring and Evaluation
Responsible for planning, development and implementation of project monitoring and evaluation
systems and tools to collect information needed for monitoring project progress, internal management,
and reporting to a range of stakeholders including donors and government.
Design and roll out data collections tools (paper, mobile app), set up data entry systems and data
quality assurance mechanisms, and write standard operating procedures. Based on changing project,
government and donor needs, modify/expand the data entry and database systems as required.
Oversee the data management by Yangon data team and project offices, and ensure that all data is
collected from field offices and compiled on a regular basis for analysis and reporting purposes. This
includes developing and maintaining historical datasets and sharing of data as per request from
operation team members.
Measure progress of project activities against logframe targets, identify challenges and advice practical
solutions in coordination with operation coordinators. Support the operation team with development
and use of tracking tools such as dashboards and hotspot mapping.
Analyze the data and create documents describing activities, achievements and lessons-learned for
program improvement. Inform relevant staff of any findings and provide recommendations.
Work with project/technical staff to ensure M&E procedures/instruments are understood and properly
implemented and that reporting requirements are clear. Build the capacity of the operation team and
project coordinators in data management and data analysis.
Human resources management and training
Directly supervise the Yangon data team and contribute to positive cross-departmental collaboration.
Provide technical guidance and support to the data staff based in the project offices.
Recruit necessary manpower for the data team and advice regarding recruitment at project level.
To perform briefings, performance discussions and debriefings of key staff.
Ensure that staff comply with government, donor and organizational policies and procedures.
Provide orientations to data, operations and project staff regarding the M&E system and coach relevant
staff in reporting.
Identify training needs and organize trainings for data, operations and project staff. This includes
training design, development of training materials and giving of trainings.
Promote a learning environment in coordination with the operation team and HR department.
Represent MAM in meetings, discussions and negotiations, especially regarding M&E related matters.
Act as M&E focal and maintain good relationships with donors, partner organizations and government
To be successful in this role you must have:
Education : Master degree in relevant field
Experience : Minimal 5 years of experience in Project Management at humanitarian/development field
Experience working in Myanmar or Asian context is an advantage;
Experience in medical organization is an advantage.
Skills : Excellent of Microsoft Advance Excel, Word, Power Point, Social and Motivational Skills.
Language : Fluent in English, Good at English writing.
Specifications : Willing to travel in remote areas
Able to advocate and negotiate with government bodies and other stakeholders; Firm,
flexible, open and decisive; hard working, accept flexible hours and able to work
