Improvement Supervisor


Under the supervision of Senior Operations Supervisor, the Improvement Supervisor is primarily charged with the analysis of operational issues and subsequent identification of opportunities to increase operational efficiency, safety, and productivity by coordinating with and issuing job instructions to the operations team to so as to effectively enhance the safe, smooth, and efficient operations of vessels discharge, barges and trucks loading and tank farm storage on a continual basis.




·       Work with operations management to identify operational improvement opportunities in the areas of quality, efficiency, cost, performance, and preventive and predictive maintenance.

·       Evaluate and analyse current operational metrics and performance to identify area requiring improvement by benchmarking various industrial best practices.

·       Facilitate the deployment of new and changed processes and/or procedures to substantiate improved results.

·       Act as a change agent by leading and managing continuous improvement planning (CIP) process while instilling a culture of CIP.

·       Coordinate with the Logistics department to ensure all the clients’ requirements and instructions are effectively carried out with CIP defined and executed.

·       Coordinate with the Maintenance department to ensure all the operating equipment is maintained or repaired and a CIP duly plotted out and executed.

·       Conduct regular field audit to ensure CIP implemented toward Safer and more Reliable operations at the Terminal.

·       Co-ordinate the commissioning and decommissioning of the terminal facilities.

·       Take necessary and appropriate actions to resolve operational issues by recommending industry best practices.

·       To investigate high discrepancies for all loading and unloading operations and recommend improvement or resolution.

·       Ensure operational records are documented and correctly filled in and filed by Operations Shift.

·       To regularly update the Operating Procedures, ensure all personnel are fully trained and in compliance with the SSHE standards and has zero tolerance of non-compliance to safety standards

·       Write request for changes to the operating system and filled up Management of Change (MOC) form for the relevant manager or leader for approval.

·       Request for change using the Management of Change (MOC) system and submit to the relevant managers or leaders for approval.

·       Conduct interview for new Operations Technician

·       Act as the terminal Site Incident Commander when needed.

·       Create monthly highlights for the Terminal Operations Team.

·       Support Senior Operations Supervisor in carrying out the yearly appraisal of subordinates.

·       Monitor and achieve Key Performance Index set out by the management.

·       Experience in tank farm, tank truck loading and jetty operations, preferably in oil and gas industry.

·       Knowledge of custody transfer weights, measures and associated devices such as liquid flow meters, tank calibration, and other related volume measurement, etc.

·       Must have strong organizational skills with ability to prioritize multiple assignments, be versatile and able to handle multiple priorities and deliver to tight deadlines under pressure.

·       Ability to communicate effectively in the English language and write routine reports and correspondence.

·       Knowledge of applicable codes, regulations and standards, such as OSHA and process safety related.

·       Strong interpersonal and communication skills and ability to effectively delegate work to accomplish assignments.

·       Work collaboratively with fellow employees and others to achieve identified goals and objectives.

·       Positive attitude and self-motivated

·       Independent judgement

·       Able to analyse problems systematically, organize, and identify underlying causes and generate solutions.








·       Engineering Diploma.

·       At least 5 years' capacity as an Improvement Supervisor (or equivalent) in the Oil Terminal Industry or 7 years’ experience as Operations Supervisor.
