Job Description


The  objective  of  this  ToR  is  to  hire  Local  Assistant  in  Finance  to  support  MoTC  to  undertake  the  following tasks as part of the engagement 12 months period: 

 To prepare budget estimation for all programs of the Projects, Events and Site Survey Trips 

 To  review,  arrange  payment  and  record  all  the  project  expenditure's  vouchers  in  accordance  with financial regulations of the Republic of the Union of Myanmar (Government) 

 To prepare balance sheet and update financial spreadsheets with transactions for expenditure 

 To provide administrative during budget preparation 

 To  review  and  audit  financial  statements  and  report,  ensure  all  calculations  and  data  entries  are correct 

 To participate in quarterly and annual audits 

 To  assist  in  timely  preparation  of  the  Budget  preparation  as  well  as  regular  administrative  report of the office 

 To  input  and  maintain  data  in  the  financial  management  system  in  accordance  with  the  regulations of the Republic of the Union of Myanmar (Government)  

 To prepare the payment request form when necessary  

 To review and observe the Budget of the Universal Service Fund Projects 

 To prepare USF financial report to submit to USF board of Trustees 

Qualification Requirements: 

(a) Qualification:  

 Holding  Bachelor  Degree  of  B.Com  or  Relevant  field  such  as  Accounting  or  Financial  or  Economic 

 Computer  lierate  and  capable  of  using  Microsoft  Office,  Accounting  software  and  using  effectively all Microsoft Office suites and to prepare figures, tables and graphic design work as  required in report preparation 

 Full working knowledge (in writing and orally) of English 

(b) Experience: 

 Minimum 3 years’ experience in managing large cash balances including banking transactions  and Financial Institutions. 

 Proven capacity to coordinate with implementing partners; 

(c) Competencies: 

 Good written and verbal communication skiIls 

 Strong analytical and management skills; 

 Well organized and results oriented, ability to work under minimal supervision;

 Proactive, able to take initiative and ensure adequate and rapid follow‐up actions; 

 Strong  inter‐personal  skills  and  ability  to  coordinate  activities  with  a  diverse  set  of  stakeholders; 

 Ability to work in difficult conditions and spending extensive time in the field; 

 Ability to work under time pressure and effectively meet deadlines 

 Understanding the potential socio‐economic benefits 

 Understanding the issues faced in USF implementation globally 

 Strong Writing, Presentation and Reporting 

 Understanding of the structure and organization of Government of the Republic of the Union  of Myanmar 

 Ability to work under minimum supervision and as part of Team 

 Ability to efficiently manage multiple tasks and to prioritize them
