Job location: : Kayin with occasional field visits

Job Description/Requirements

1) Management and Coordination

- Manage logistics department in Kayin, ensuring base log strategy is in line with mission log strategy and

that the department is efficient and effective

- Provide support to field logisticians and ensure smooth supply of information and goods from base to field

- Coordinate with field management team in Kayin, field coordinator

- Ensure the implementation of PUI procedures and policy, support the development of work instructions

- Manage logistics budget and coordinate regarding needs and priorities of the log unit

- Ensure logistics staff understand their roles and responsibilities and receive adequate guidance and

training in this regard

- Ensure department is organised in archiving data and able to comply with donors/ audits

- Share information, monthly reports and planning with relevant departments

- Ensure field bases receive all technical support required to operate efficiently. This includes motivated

and competent staffing, adequate resources and information flow.

- Ensure input into Proposal design and logistic advice

- Monthly logistics reports shared with Log Coordinator, Yangon

2) Supply Chain

 Ensure smooth and efficient functioning of supply chain and priorities understood

 Ensure procurement plans are drafted and followed for each project

 Ensuring that all procurement tender done for goods, service and works and delivery ensured to field to

meet distribution requirement.

 Ensure policy and procedures are understood by all and that logistics team is especially knowledgeable

in procurement procedures

 Ensure logistics team is able to manage workload and multiple competing priorities

 Ensure procurement procedures are followed closely; from purchase requests, quotations, selection

committees, placing orders, managing suppliers and arranging payments.

 Ensure follow up of tracking and sharing information

 Solving problems, exploring markets, setting up framework agreements, pre-positioning

 Ensuring all supply chain considered when procuring; transport, storage, capacity of field team etc.

3) Fleet

 Analyse the fleet needs of Base and ensure adequate budget is available

 Ensure contracts are in place for vehicles, that they are reliable in nature and are equipped

 Ensure movement planning is in place with coordination with stakeholders/units/programme

 Ensure drivers are trained and sensible in regards to all facets of the job and are calm and reliable

 Analyse data regarding the follow up of the vehicle fleet (km, consumption, repair costs...)

4) ICT/ Assets

 Ensure Asset list for base is maintained and accurate – covering all grants and locations and that

continuous follow up is maintained

 Ensure ICT needs are regularly assessed and that mission has adequate equipment and procedures

5) Base and office management

 Follow-up contracts for rental properties, liaise with landlords regarding payment and follow up of building

reparations etc.

 Ensure buildings are appropriately equipped and all utilities are in place

6) Management of the security at Base (delegation of the Field Coordinator)

 Participation into the context analysis: Collection of information at base level, Analyses, Communication

of the information to Field Coordinator

 Ensure Standard Operating Procedures are understood and followed by staff, specifically related to

buildings, fleet and communications

Requirements:

Core competencies and requirements:

• Diploma or Bachelor degree in Logistics, Business Administration, Management, Purchasing and Supplies

Management, or other relevant field

• At least 5 years’ experience in humanitarian and development INGOs, with at least 2-year experience in the

logistics activities.

• Excellent knowledge of procurement management

• Ample of experience on doing procurement tenders for goods, service and works

• Strong negotiating skills

• Good organizing ability

• Ability to operate in a cross-cultural environment requiring flexibility

• Technology Awareness – High standard of computer literacy and an excellent knowledge of security information

related liaison and analysis.

• Excellent command in writing and editing documents in English.

• Self-motivated, flexible and adaptable to the needs of the team and organization

• Proven management ability and inter-personal skills – team player;

• Problem solving and leadership skills;

• Ability to manage conflicting priorities in personal workload.
