The Joint Venture of BA-Impact Solutions International (BA-ISI) and ECODEV has been awarded the Main Implementation Consultant (MIC) contract for the IFAD-funded Western States Agribusiness Project (WSAP), being implemented by the Ministry of Agriculture, Livestock and Irrigation (MOALI) with the Department of Rural Development (DRD) as the lead department. The project is located in Southern Chin State and Northern Magway Region and the project's target groups consist of: (i) small and medium size farming households in upland and lowland areas; (ii) livestock producers; and (iii) non-farming and landless households. Women and women-led households will be prioritized, and youth, as the primary agents of change at community level, will be the focus of activities involving

technological innovation and commercialization.

The WSAP Main Implementation Consultant (MIC) is based at DRD Headquarters in Naypyitaw and is responsible for providing overall technical, project management and capacity building support to the DRD Project Management Unit (PMU) at the Union level as well as the DRD implementers and counterparts at the state/regional and township levels. The MIC will be engaged for a total of fortytwo (42) months and will report to the WSAP Project Director at DRD Union level and will coordinate closely with the WSAP Coordinator at the DRD PMU as well as the Project Implementation Units at Chin and Magway.

In line with this role, BA-ISI & ECODEV is looking for a suitable candidate for the Procurement Specialist position for the WSAP MIC. This fulltime position will be based in Naypyitaw and the contract will be for 20 person-months. Competitive salaries and benefits are being offered. Procurement Specialist (national, 26 person-months). The specialist will work closely with the international Procurement Specialist and DRD PMU and PIUs. Specific tasks include:

(i) Work with the Project Management and Implementation Specialist / Team Leader, the Project Coordinator and Deputy Team Leader, and DRD counterpart procurement staff, in preparing the Project Procurement Plan and the WSAP Procurement Manual. 

(ii) Prepare the Myanmar versions of the manuals.

(iii) Provide advisory and technical assistance support to DRD in procuring project vehicles, furniture and equipment, supplies and materials.

(iv) Together with the DRD Union-level counterpart procurement staff, train DRD counterpart staff at the Region/State-level, and the WSAP Implementing Partners, on the Project’s Procurement guidelines and manuals, processes, and procedures.

(v) Provide guidance and technical assistance to DRD counterpart staff and WSAP Implementing Partners in tracking and monitoring procurement activities, updating of procurement plans, and the preparation of reports on the Project’s procurement activities, as part of the Project’s regular reporting system.

(vi) Conduct periodic procurement reviews, identify risks, and provide recommendations to the DRD on how to address gaps and issues in procurement.

Qualifications:

(i) A Bachelor’s degree in Commerce/ Business/ Civil engineering / construction management/ quantity surveying

(ii) Preferably 10 years professional experience in civil engineering projects with a particular focus on quantity surveying and procurement of which around 5 years must be in program/union level procurement of goods, services and materials with focus on procedures applying to smaller scale procurement and preferably at community levels

(iii) Proficiency in oral and written English

(iv) Previous experience in writing and translating basic procurement manuals or related guidelines

(v) Training of community level officials and Government Officials in IFAD procurement guidelines and procedures.
