Job Description/Requirements

Personal and Professional Requirements

• Medical Doctor, preferably with some experience and/or interest in drug treatment, STI, HIV, TB and primary health care;

• 2-3 years working experience in management position with INGOs or LNGOs;

• Fluent in Myanmar, English and local language both written and spoken;

• Excellent communication and networking (interpersonal) skills;

• Some understanding of drug and HIV situation in Myanmar;

• Keen interest in contributing to HIV/AIDS responses in Myanmar;


Duties and Responsibilities Project Management Tasks

 Overall management, coordination and leadership for different teams and units in Best Shelter interventions;

 Responsible person for Best Shelter Covid response project implementation and expansion;

 Responsible person for Capacity building of the Covid response teams and Community Prevention Workers;

 Coordinate with and support to AHRN for any challenges related with Covid-19 referral and home-based care activities;

 Ensure close coordination and collaboration with AHRN on COVID-19 response and seek technical advice and inputs as appropriate;

 Responsible for conducting tele-consultation support to Best Shelter Mobile Teams in Kachin, Shan and Sagaing;

 Need to travel to project sites for training, project implementation supports most of the time;

 Support the Best Shelter Covid response mobile teams on overall Management of activities, the separate meetings with team (making sure that the team understand and adhere to SOPs, Indicators and guidelines);

 Responsible for overall management of Community Prevention Workers under Best Shelter ;

 Lead the management and staff meetings and provide suggestions /explain policy matters;

 Meetings with different unit heads (if necessary) both local and Yangon level for all issues to ensure smooth operations;

 Monitor the progress of program outputs and ensure all activities are running smoothly; Budgetary Control & Administrative Management Tasks

 Develop, implement and maintain all systems that track resources flows (including budget variance reports) to the project site operations;

 Making sure that all expenditures approvals are in line with Best Shelter Finance/Logistics/HR procedures (including approvals of vouchers with correct budget lines, quotations requests and approval etc.);

 Assessment and planning of whole program expenditure in relation to allocated budget in order to make decisions for further project management;

 Provide general administrative and management support to Best Shelter Central Management Team in Yangon;

Human Resources Management

 With support of Admin/Finance Officer, de-briefing of Best Shelter procedures to the newly recruited project staff, performance evaluations of project staff;

 Responsible for overall Human Resource Management i.e vacancy announcement, recruitment, SOP actions, leave management, staff development etc.;
