Senior Monitoring and Evaluation Officer (MHAA)

Job Description/Requirements

Key Responsibilities and Accountabilities

❖ In consultation with Deputy Central Program Manager (DCPM) and M&E team, develop

M&E activities, targets, work-plan and log frames

❖ Oversee data collection, data entry and analysis processes to measure progress and

achievements according to the M&E plan

❖ Verify the M&E reports and data-base submitted by field level are accurate, timely,

complete, consistent

❖ Ensure appropriate flow of data and other key information for decision making to program

manager and other key stakeholders as agreed with M&E team

❖ Support program implementation through regular meetings with Project manager and

Deputy Central Program Manager.

❖ Conduct regular field visits and Routine Data Quality Assessments (RDQA) to ensure that

reported data is accurate and in line with standard indicators, grant work plans, log frames

❖ Ensure RDQA data are analyzed and ensure effective feedback and follow-up is provided

❖ Provide on-site coaching to field project M&E regarding data collection, accuracy and

analysis

❖ Supervise and provide technical support on project staff, field level M&E staff

❖ In coordination with M&E manager, set up a database system relevant and align with the

MHAA M&E system

❖ Ensure all M&E reports are produced with highest quality in a timely manner for both

internal and Donor reports

❖ Write reports, analyze findings and recommendation as required for contribution

to planning, risk management and reporting.

❖ Support the M&E team in sharing lessons learned and best practices adopted, to

continually bridge performance gaps

❖ Travel as appropriate to other program sites to assist in monitoring and evaluation

❖ As a member of Central M&E team, perform other M&E related activities to strengthen the

organization’s M&E system

❖ Undertake other duties assigned by supervisor

Qualification

❖ Health related degree is preferred or Any bachelor degree with strong experiences

❖ At least 3 years’ direct experience in monitoring and evaluation

❖ Proficient computer skills, Microsoft Office package, Microsoft Access, GIS mapping, Power

BI and Data studio

❖ Good command of English communication skills, both written and verbal

❖ Ability to work under stressful conditions and flexible to work overtime and adapt to

different situations as required

❖ Strong interpersonal and organizational skills, including time management, ability to meet

deadlines and work under pressure and ability to work independently

❖ Willingness to travel to field offices and work in challenging environments according to

travel requirements
