Role and responsibilities

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities

shall be short and essential. Details belong in the Work and Development plan.

1. Ensure adherence with NRC policies, tools, handbooks and guidelines

2. Implement delegated Shelter project portfolio according to plan of action

3. Prepare and develop status reports as required by management

4. Ensure proper filing of documents

5. Ensure that projects target beneficiaries most in need, and explore and asses new and

better ways to assist

6. Promote and share ideas for technical improvement

7. Advise and assist in the development of detailed engineering designs, plans and cost

estimates for assigned programs and activities Assist in the drafting and review of BoQs,

contracts and other shelter, school and other infrastructure construction related


8. Lead the field team in organizing communities to foster participation in the

reconstruction process of schools, shelters and the delivery of its associated materials,

equipment and NFIs, embracing and acting upon the approach that shelter is not a

product but a process and that the community has to be involved in all facets of its


9. Become familiar with NRC Shelter Handbook.

Generic professional competencies:

• Experience from working as a Project Officer in a humanitarian/recovery context

• Previous experience from working in complex and volatile contexts

• Documented results related to the position’s responsibilities

• Understanding of the entire emergency cycle from DRR to recovery

Context/ Specific skills, knowledge and experience:

• Bachelor degree in Civil Engineering is preferable where other Bachelor degree with

relevant technical skills and knowledge can apply

• 3-5 years of relevant working experience

• Communication skills (speaking and writing) in English. IT literate

• Auto CAD or equivalent soft wares for preparation of Technical Drawings.

• BOQ Preparations.

• Knowledge of the context in Northern Shan State

• Experience with program start-up (Emergency Response)

• Local language(Shan/Kachin/Ta’ang) will be advantage

• Experience with resilient and safe school construction/wash facilities will be advantage
