Essential Job Responsibilities

Strategy & Vision

 Help articulate the vision for Mercy Corps’ humanitarian response, as an integral component of the overall

program portfolio in Myanmar. Contribute to country-wide strategy development, promoting the centrality of

CVA.

 Promote and give guidance on the role and feasibility of cash transfer programming in the context of

Myanmar, in Rakhine State and beyond.

 Work with relevant sector leads and field management to optimize use of cash transfer programming to meet

basic needs, food assistance, and early economic recovery, as well as other potential sectors (shelter, WASH,

protection).

 Develop strategies to integrate and address the harmonization of CVA programming across Mercy Corps

implementation areas.

 Develop strategies with the broader program team to ensure that CVA best practices are systematically

implemented and up-dated in the overall response interventions.

 Recognize opportunities for innovative action and create an environment where alternative viewpoints are

welcomed.

 Set direction by prioritizing and organizing actions & resources to achieve objectives and contribute to

countrywide strategy development.

 Develop and organize activities to secure resources for programs and convince stakeholders to provide

support.

 Assist in the development of program concept notes, proposals as well as reports.

Program Management

 Develop program implementation strategies, including partnership frameworks, beneficiary targeting and

distribution process as well as psychosocial and capacity building of partners.

 Oversee program startup, definition of cash and input distribution modalities, and ongoing program

management and administration of teams across various field locations.

 Ensure all cash programs meet Mercy Corps’ Cash Minimum Standards

 Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary

accountability standards. Integrate community approaches, gender sensitivity and capacity building into all

activities as appropriate. Ensure that program implementation is responsive to communities and partners and

consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic

plan.

 Ensure that beneficiaries are effectively targeted according to established vulnerability criteria.

 Ensure coordination with Government and ethnic authorities, partners, UN agencies, Disaster Risk Reduction

working groups and other relevant coordination bodies, including the development of partners’ MoUs and

contracts.

 Identify various partners (local NGOs, Financial Institutions, Private companies and Government) necessary

for successful CVA implementation. Ensure all Mercy Corps programming adheres to best practices while

simultaneously supporting the local economy in this context.

 Ensure program implementation is on time, target and budget, using effective M&E systems and indicator

tracking and transparency tools (i.e. TOLA) to reach desired impacts.

 Create and maintain systems ensuring effective and transparent use of financial resources for timely and

informative reporting in line with donor and Mercy Corps policies and procedures.

 Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide.

Knowledge and Experience

 Bachelor’s degree required. M.A, M.S., M.Sc., or equivalent in international development, economic

development, international relations or other relevant degree;

 3-5 years of international relief and development program management experience, preferably in emergency

program management, including cash transfer and in kind distribution;

 Internationally recognized qualification in project or program management or a commitment to obtain the

qualification in the early months of work;

 Experience in emergency market assessments and analysis, (including EMMA, RAM etc.);

 Experience in infusing market-driven approaches into emergency programming;

 Experience in identifying and developing local partnerships, including with the private sector;

 Demonstrated ability to manage and communicate effectively with team members of varied work styles;

 Demonstrated flexibility and creativity in planning and problem solving;

 Proven ability to learn quickly, lead a program to achieve stated results and objectives;

 Ability to effectively represent Mercy Corps and its interests to key stakeholders;

 Proven ability to learn quickly; lead a program to achieve stated results and objectives;

 Demonstrated success working effectively and respectfully with host country government, private sector,

INGO, NGO partners and other stakeholders in complex environments;

 Great verbal and written English skills required, along with multi-tasking, organizational and prioritization

skills;

 Previous experience in Myanmar is a strong asset;

 Experience managing teams and programs remotely (desirable);

 Ability to work effectively with an ethnically diverse team in a sensitive environment;

 Previous experience in operating and managing teams in complex environments required;

 Knowledge of food security outcomes is a plus;

 Knowledge of SPHERE and other humanitarian programming standards
