KEY AREAS OF ACCOUNTABILITY :
Design and lead a new in-house Strategy, Research and Learning Unit, which will be responsible for
collating and integrating learning and research into strategic decision-making and adaptive management
processes, ensuring MEC is able to rapidly identify and respond to contextual changes.
Manage the implementation and co-ordination of MEC’s complexity-aware strategies, ensuring an
effective and efficient cross-team approach e.g quarterly reviews, the annual reflection, learning and
planning sessions (RLPs) and mid-term reviews with partners.
Manage the implementation of mechanisms for MEC strategic expansion, such as partner or thematic
scoping and/or support the implementation of the use of funding for strategic growth.
Support cross-team and partner collaboration for healthy and effective co-ordination with external
stakeholders and interested parties
Manage continual rigorous monitoring and analysis of the broader political economy to enable MEC
to navigate the complex environment and adapt programming and approaches accordingly and in line
with conflict sensitive principles.
Support the design of, and manage MEC’s research projects, inclusive of thematic and operational
Disseminate findings and research on the role of complementary education systems and an evidence
base to demonstrate their value.
Design, and manage the implementation of processes to ensure learning and planning are linked and
used to enhance adaptive, performance-based management
Design and implement the MEC learning agenda, utilising a key stakeholder- led appaorch, and ensuring
collaboration and co-ordination with broader stakeholders,
QUALIFICATIONS, EXPERIENCE AND SKILLS
Degree in a relevant field (such as social sciences, research, education, strategy, management) or
evidence of equivalent experience across the key areas of focus
5 years experience in the development, education or humanitarian sectors, or strategic management
in a relevant sector
3 years experience in a management role, with demonstrated experience in contributing to strategy
development in complex projects
Demonstrated experience in the management and delivery of high-quality and targeted research
projects, including ensuring effective and efficient resource allocation
Experience in the education sector highly desirable
Substantial experience in steering and adapting a complex program, including ensuring relevant and
regular data collection, analysis and learning events in close collaboration with partner organizations;
Significant experience of working collaboratively with a range of partners and stakeholders
Experience in supervising multi-cultural teams and collaborating with inter-disciplinary teams;
Demonstrated ability to analyse information, evaluate options, draw conclusions and to think and plan
Ability to work on one’s own initiative with a proactive approach to problem-solving.
Strong work-ethic, personal effectiveness and integrity;
Highly proficient in English, Myanmar and one or more ethnic languages
Excellent interpersonal, communication and presentation skills;
