Job Description/Requirements

ROLE & RESPONSIBILITIES

The Technical Director is mainly responsible for the overall Technical Leadership and Management for

strengthening of MPG’s Capacity Development and Performance of implementing projects and this key position

is accountable for the following key responsibilities.

TECHNICAL SUPPORT MANAGEMENT

• Lead and provide technical oversight with strategic input guidance for operation plans, implementations of

committed project activities and donor deliverables through designated departments under respective

functional divisions including M&E and training units for supporting delivery of high-quality health care

services and ensure high-quality reporting system;

• Monitor and provide directions to program operations to ensure that program operations are technically

sound and ensure implementation in accordance to work plans and required adjustments are timely advised;

• Provide technical support to partners to ensure programs are implemented and monitored in compliance

with standard operations procedures and guidelines;

• Provide technical leadership for monitoring and evaluation to implement scaling up community-led health

services delivery including HIV/COVID-19 testing and treatment services for key affected populations on the

technical areas of M&E including logistics flows; data collection; validation; and reporting;

• Provide inputs for training tools, curriculum development and testing as well as for survey, research design,

sampling and questionnaires development;

• Support Executive Committee in establishing and maintaining excellent working relationships with relevant

Ministerial authorities in the aspect of technical advice such as organization’s strategy documents and

required reference preparations;

• Develop, manage and regularly review of MPG policies and procedures to ensure efficiency and compliance

to Government and funder rules and regulations, local policies and laws;

MONITORING, EVALUATION, ACCOUNTABILITY & LEARNING

• Provide technical oversight on development of proper M&E data base tools, indicators, M&E frameworks and

M&E plans relevant to program activities of project and implementing partners according to national,

international and donor's standard indicators to meet monthly and quarterly data reports to ensure affected

populations are accessed to services;

• Lead the documentation and dissemination of effective, sustainable, scalable community-led health care

services for expansion to scale up at national level;

PROJECT CYCLE MANAGEMENT

• Participate as member of Senior Management Team to ensure that all projects and activities produce robust

evidence to committed project outcomes and results and to inform future activities;

• Develop new program and project opportunities and ensure they are of high quality and strategically aligned

to the agreed long-term program goals;

• Develop and support policy, strategies and standards relating to program design, implementation,

monitoring and evaluation, to maximize the effectiveness of MPG programs;

• Provide leadership to establish and/or maintain systems to ensure effective project management and

implementation and contract compliance throughout the project cycle ;

• Oversee program evaluations and ensure lessons learned are incorporated into current and future

programming and risk mitigations ;

• Lead the development, updating and ensuring both knowledge and availability of relevant Program and M&E

guidelines including data flow, defined roles and responsibilities, indicator summary, DQA processes and

other reference documents for field team;

• Provide technical capacity buildings and guidance supervisions to Senior Program Staff by ensuring

continuous linkage, coordination and close collaboration through regular communications and feedbacks

• Provide regular technical and analytic feedbacks to Senior Management staff and other relevant staff on

outcomes of the routine reports for monitoring program activities;

SKILLS AND EXPERIENCES NEEDED

• Hold a Master level Degree or equivalent strong professional expertise in relevant field preferably trained

with professional courses in Medical, Public Health, Public Administration or Social Sciences;

• Has minimum eight years or equivalent experiences of work experiences and at least five years at senior

leadership and management level at international non-government organizations;

• Has proven experiences of working in Community System Strengthening, Advocacy and Human Rights

projects with PLHIV and Key Populations Community Networks at National levels;

• Strong supervisory and management skills and demonstrated experience in program operations, budgeting

and finance, HR and administrative fields;

• Experience working with international donors required; experience specifically with Governments, UN and

donor agencies and familiarity with their rules and regulations preferred;

• Strong presentation, analytical skills and Fluent to communicate in English;
