TASKS & RESPONSIBILITIES Objective
1: Provide support for assessment, monitoring and evaluation activities
Act as the focal point for the department in the absence of a WASH PM for all issues including meetings, coordination, staff issues etc.
Work with PM and other team members in the planning and implementation of the various components of the project cycle (needs assessments, project design, activities orientation, monitoring)
Ensure the relevance of the intervention area, the selection of beneficiaries, identification of key stakeholders
Ensure the project’s technical follow-up, making sure activities are inline with the appropriate technical and global standards.
Take into account the project’s global performance: impact, relevance, consistency, effectiveness, efficiency, sustainability, coherence, kinds and covered groups.
Ensure the project’s external representation where necessary.
Participate in defining the approach to donors/ local institutional partners/ and orienting the project
Ensure all materials and equipment are in stock by making the necessary orders are and follow ups Objective
2: Implementation of the WASH/DRR activities
Ensure good quality implementation of all WASH/DRR programme activities (hardware, software, water quality, DRR)
Plan activities according to the agreed/approved work plan of the programme
Identify and anticipate problems or constraints
Follow the project’s advancement by regular follow up field visits (at least 60% of time in the field) in NRS townships
Propose solutions or improvements for better performance of the project
Ensure safety measures are respected on worksites
Update WASH/DRR database Ensure data from assessments are stored in a useful manner and that all technical data is well organized and easily accessible Objective
3: Manage WASH/DRR programme budget in collaboration with PM
Prepare monthly spending forecasts
Ensure all programs are in-line with projected budgets Objective
4: Track progress of activities within the WASH/DRR programme
Contribute to monthly report on activity progress report and issues within the department.
Contribute to the preparation of donor and other external reports Objective
5: Contribute to WASH/DRR programme development
Contribute to the development of new proposals for donors as necessary
Evaluate the programme in order to make suggestions for future projects to the PM
Evaluate and update project needs (HR, financial, logistics)
When possible, capitalize on experiences of programme and write reports on case study and lessons learned Objective
6: Manage the project team
Supervise the WASH/DRR team: Team Leader for WASH/DRR and water access and seconded staff from local partner
Participate in the recruitment of the project team
Identify the training needs – particularly of senior WASH/DRR staff – and facilitate trainings
Conduct regular appraisals
DEGREE AND SKILLS REQUIRED
Degree: University qualification in several of the following fields: civil engineer, water, hygiene, sanitation, disaster risk reduction, public health or other related education/experience background.
Experience: previous working experience in WASH programmes. Previous experience in WASH/DRR is a strong asset.
Good knowledge in computer; Micrsoft Office (word, powerpoint and excel), AutoCAD
Communication and community mobilisation abilities; adapt quickly to context and programmatic changes
Good knowledge of English (speaking and writing)
Good analytical, organizational, team management and planning skills
Strong communication and community mobilization abilities
Flexible, ability to meet deadlines
Can work in emergency contexts
Capacity to train and build capacity
Willingness and interest to work in IDP context
