KEY AREAS OF ACCOUNTABILITY :
Grant Management
Coordinate and guide the Programme Managers / DPM and their teams to ensure day to day quality
program implementations with the effective management of ongoing projects in NS/K.
In particular the APM will provide support and supervision to the following:
DIP, Work plans and procurement plans developed and implemented by the PMs/ DPM, challenges
identified and corrective actions taken.
Budgets are spent according to plans and in line with phased budgets that are up to date and reflect
realistic spend estimates. HOP ,APM, PMs and DPM remain main budget holders
Assist in monthly reviews of activity plans and expenditures
Support donor reporting through review of reports produced by HOPs, PMs and DPM.
Ensure multi-sectoral programmes are effectively coordinated and efficiently implemented
Support planning and coordination of regular program meetings
Through the review of the work plans and direct management, ensure that the grant management
team (PMs, DPM) conduct regular field visits, to monitor and provide technical guidance to the
teams.
Lead the PMs/ DPM and their teams in documenting achievements and lessons learned for use in
advocacy and fund raising.
Supports the Program Managers / DPM in preparedness and emergency response in NSS and Kachin
depend on needed. This includes coordination with all SC sectors, external stakeholders and
updated information on capacities and resources.
Lead on emergency response preparedness. Initially and with partners.
Coordinate with AOM in refreshing award management SOW process
Support and participation in monthly Award review meetings
Team Management and development
Direct line management of Program Managers and DPM in NS/K
Establish performance targets with the PMs/DPM in close collaboration with the respective Heads of
Programmes that serve as technical supervisors, and conduct regular review of the performance.
Provide mentoring and coaching to the PMs/DPM to ensure that their performance is managed in
line with SC requirements
Identify development needs and capacity gaps of the PMs and DPM, teams and partner staffs and
support capacity building initiatives / interventions to address gaps and needs with emphasis on
Project Cycle Management and proposal/report writing.
Programme Development and Quality
Responsible for the development, update and dissemination of a NS/K strategic plan.
Proactively identify opportunities to expand the NS/K programme, in line with Country Strategic
Plan and NS/K strategy.
Support the program needs assessment and review assessment reports.
Facilitates coordination for proposal writing at NS level (e.g. discussion on staff structure, support
costs, etc.). Inputs on proposals when necessary (resources gap; context analysis, etc.) but overall
responsibility of proposal writing and budgeting remains with Technical Advisors, HOPs and PMs.
In collaboration with the AOM,PMs an DPM ensure that budgets and work plans of new proposals
are realistic and meet programmatic and support needs of the NS/K region, making best use of the
resources.
Lead on SCI emergency responses in the region in coordinate with AOM and relative program
teams.
Supports PMs, DPM and HOPs (+TA) with the preparation/ writing of reports to donors or
members.
Provide support to the program leads in NS/K to improve quality of both financial and narrative
reports, through review of second submission to Hop. Responsibilities over reporting remains with
PMs and HoPs.
Budget management SOD of 20000 USD on all program (Thematic cost). Approach program PR and
PO.
Organize and develop procurement plan and submission by collaboration with PMs and DPM.
Person specifications
At least 5 years’ Experience in project cycle management.
Budget and grant management experience, preferably managing multiple funding sources across a
multi-sector program (including experience of managing major institutional donors for development
as well as humanitarian aid)
A proven track record in developing and securing funding for programs.
Experience in MEAL and monitoring of programs (Health /Nutrition/Child Protection/Livelihoods
and Education including Humanitarian program).
At least 2 years’ experience in multiple program management
Experiences in Partnership relation and developing capacity promoting plan
Knowledge of international humanitarian and development systems, institutions and donors, and of
procedures, accountability frameworks and best practices in grant management.
Technical understanding of SCs thematic areas preferred (Health / Child
Protection/Education/Livelihoods / Nutrition and Humanitarian )
Strong influencing skills and experience in advocacy
Politically and culturally sensitive with qualities of patience, tact and diplomacy
Strong written and spoken English, ability to prepare and edit donor reports in English.
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes
insecure working circumstances.
Commitment to the aims and principles of SC. In particular, a good understanding of the SC
mandate and child focus and an ability to ensure this continues to underpin our support.
