Technical design and implementation of small-scale infrastructure works
1. To design and supervise construction/rehabilitation of community infrastructure

The expected outcomes for the engineering consultant are:
To train local youth beneficiaries in technical skills associated with identified infrastructure project to ensure their capacity to effectively and safely complete works.
To support the capacity development of Village Development Committees towards the effective day-to-day supervision of infrastructure construction/rehabilitation, as well as management and maintenance upon completion.
To provide adequate technical supervision to ensure the timely completion of identified infrastructure works to a pre-defined quality and standard.
To take responsibility for the development and maintenance of safe working environments at all times.
Pre-identified villages in Sittwe and Pauktaw Townships, Rakhine State.
Target – total 31 working days including:
5 days technical training to participating youth – Sittwe (C-19 pending)
10 days supervision of works - Sittwe
2 days technical training to participating youth – Pauktaw (C-19 pending)
14 days supervision of works – Pauktaw

Operational in 38 countries worldwide, ACTED is a non-governmental organisation founded in 1993, headquartered in Paris. Independent, private and not-for-profit, ACTED respects a strict political and religious impartiality and operates according to principles of non-discrimination and transparency. ACTED is implementing the project entitled Enhancing trust between conflict-affected communities within Rakhine State, to promote sustainable peace, reconciliation and inter-communal collaboration in Sittwe and Pauktaw Townships, Rakhine State. This 12-month project seeks to leverage mutually beneficial economic and food security-related interests to mobilize communities around tangible foundations for the building of trust, collaboration, and increased interdependence. As a core element of this project, ACTED seeks mobilize communities around shared economic interests, namely through the co-identification and development of mutually beneficial small-scale infrastructure. As such, communities are empowered to work together to enhance economic collaboration and interdependence, in turn strengthening positive interaction and understanding between groups.
3. Small-scale infrastructure development
ACTED and the Engineering Consultant will work with pre-identified Development Committees, tasked with overseeing the day-to-day supervision of infrastructure works.
Through small-scale infrastructure, ACTED seeks to catalyse further social and economic development through value addition, improved mobility, and more regular market access.
The targeted areas for this development are very remote and can be reachable by boat to Pauktaw township and by car to Sittwe Township. For current purposes, the construction and installation of solar panel lighting will be facilitated in villages throughout each township. Designs will be in-line with donor
specifications, provided at the outset of project implementation.
Following solar light installation, the identification, design, and implementation of other small-scale infrastructure will be facilitated (e.g. river jetty, small roads, shared markets, etc.) – to be covered in a separate ToR.
4. Scope of work
Objective 1. To design and supervise construction/rehabilitation of community infrastructure.
Through Objective 1, the Engineering Consultant will oversee the timely and successful construction of 129 solar lights in Sittwe and Pauktaw Townships. To do so, the consultant will facilitate the following:
Provide on-site technical support to project participants and local development committees to ensure the timely and successful construction of solar lights in accordance to donor designs and to the highest possible quality;
Support local communities to take charge for the safe storage of materials after working hours, in collaboration with ACTED Community Mobilizers;
Ensure appropriate placement and installation of all solar lights in accordance with pre-provided designs and specifications;
Monitor working conditions to establish and maintain a safe working environment at all times;
Ensure the integration and adherence to all COVID-19 protective measures in construction spaces;
Work with ACTED project team to support equal opportunity for participation and collaboration among participating youth of different backgrounds;
Liaise with donor engineer and ACTED project team as required, and participate in monitoring visits;
Objective 2. To train and support local community to ensure safe working conditions and effective infrastructure management and maintenance
The successful bidder will be responsible for providing adequate technical capacity development to youth participants and local development committees to:
Effectively carry out construction/rehabilitation work, including the appropriate use of tools/machinery, adherence to provided technical designs and instructions, etc.;
Understand and adhere to all safety precautions and standards, including those related to COVID-19 prevention in construction sites;
Monitor and effectively maintain solar lights post-completion;
The trainings should be delivered to all participants and development committee members, pending security and access considerations (COVID-19).
5. Expertise Requirements
Extensive experience in civil engineering, with background in working in rural environments and with locally available materials;
Strong background in community-based infrastructure development;
Experience in infrastructure related technical training desired;
Fluent in the Burmese language;
English language skills a bonus;
Good interpersonal and team working skills;
Knowledge and understanding of Rakhine context required
