The Country Manager represents ASEAN-ACT at the country level. The position leads the planning, delivery and monitoring of activities; manages key counterpart relationships and oversees the country team.

Specific duties
Stakeholder Management
> Develop and maintain excellent working relationships with all stakeholders, including
NPSC members based on mutual accountability and respect.
> Manage communication between ASEAN-ACT and senior national and regional
officials, program partners and other stakeholders.
> Provide strategic and technical advice to counterparts based on program results and
developments in the field of the justice response to trafficking in persons.
Activity Management
> Lead preparation of annual country-level work plans and associated budgets with
counterparts, ensuring it aligns with ASEAN-ACT priorities and implementation
principles.
> Lead implementation of program-supported activities, ensuring they are implemented
effectively, and that results are appropriately monitored and reported.
> Support mainstreaming of gender equality, social inclusion and victim rights
throughout all program activities.
> Work collaboratively with other ASEAN-ACT Country Managers in other countries and
with the regionally based program management team.
> Keep abreast with national developments in the TIP sector and via program
communication systems regularly provide updated.
Administration Management
> Supervise the ASEAN-ACT country office team, including oversight of financial,
administrative and logistics functions, and cooperation with regionally based
operations team.
> With the Deputy Team Leader, manage country-level risks, respond to incidents (e.g.
security, safety, fraud, reputational, etc) and ensure compliance with the child
protection and safeguards framework.
Monitoring, Evaluation and Learning
> Prepare written reports of program activities and results.
Selection Criteria
Qualifications and experience:
> Strong understanding of the local context in relation to human trafficking, including
national legislation and the roles of the justice sector, civil society, private sector and
allied government institutions
> Understanding of human rights and rights-based approaches in development,
particularly as these relate to human trafficking
> Established networks with relevant partners in the justice sector, civil society, private
sector or government
> Ability to liaise with senior officials, demonstrating high-level communication and
interpersonal skills, political acumen, strong advocacy skills and communicating with
influence
> Demonstrated leadership and management skills, including the ability to provide timely
and reliable advice to program managers and counterparts
> Competent information technology skills.
> Strong analytical, verbal, and report writing skills in English
Desirable:
> Understanding of development principles and approaches, including developing the
skills and capacity of counterparts; monitoring, evaluation and learning; and
mainstreaming of gender equality and social inclusion
> Knowledge and experience of Australian Government development programs and
reporting requirements
> Proficiency in written and oral English and Myanmar language
