ROLE PURPOSE:

The Deputy Director/Deputy Chief of Party, Program Implementation (DCOP-PI), based in Yangon, is a senior management position, working closely with the Program Director/Chief of Party, in the oversight and management of three grants from the Global Fund for AIDS, Tuberculosis and Malaria (GFATM) with an overall budget of roughly $78 million over three years. The DCOP-PI serves as the technical lead for the program. SCOPE OF ROLE:

Reports to: Program Director/Chief of Party, Global Fund

Direct Reports: 4 (Head of HIV/TB, Head of Malaria, Lab Manager, Senior Manager Strategic Information and M&E)

Financial Approval: No financial approval

External Representation: Interpersonal contact regular and varied in both oral and written. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community

Travel: Frequent (over 6 days per month)


KEY AREAS OF ACCOUNTABILITY :

Since 2010, Save the Children has served as the one of the two Principal Recipients for the Global Fund for AIDS, TB and Malaria (GFATM) grants in Myanmar. The DCOP-PI is responsible for overall planning, management, and execution of the HIV, TB, and malaria activities implemented under the GFATM grant by the 14 NGO partners implementing 24 sub-grants. The DCOP-PI supervises 4 program leads, one for HIV/TB, one for malaria, one for laboratory and one for strategic information and M&E, to ensure timely, high quality and effective delivery of services in compliance with the GFATM-approved workplan and targets. The DCOPPI will collaborate with other senior members of the GFATM project staff to develop a strong, cohesive team offering technical support and feedback to the implementing partners. The DCOP-PI oversees a team of approximately 19 technical staff and is a member of the PR Senior Management Team (PR-SMT)

QUALIFICATIONS

 MD or Master’s degree in public health or related field

 Excellent English communication skills, both written and verbal with experience in cross-cultural settings

 Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure

 Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines

 Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals

 Ability to work successfully in a complex political environment and on sensitive issues  Computer skills, specifically with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

 Willingness to travel to implementation sites for technical monitoring and supervision visits 


EXPERIENCE AND SKILLS

Essential

 Minimum of 10 years of experience in implementing health sector programs including HIV, TB, and/or malaria, in an international context, at least 5 years of which must be at the senior management (Manager or Director) level

 Demonstrated NGO experience working on complex, multi-partner projects in an international setting

 Demonstrated experience in providing technical support to health sector programs in international settings

 Experience interfacing with senior government health staff in an international setting, as well as UN agencies and international and local organizations

 Willingness to travel to implementation sites for technical monitoring and supervision visits

 Excellent people management skills/experience and proven ability to create an environment which encourages team-working

Desirable

 Experience working for GFATM projects implementation and/or management a very strong asset

 Experience in, and/or knowledge of, Myanmar is preferred
