TASKS & RESPONSIBILITIES
Objective 1: Provide support for assessment, monitoring and evaluation activities.
Assist the MEAL Manager in implementation of MEAL plan and strategy in collaboration with PMs
Support the MEAL manager and program teams and implement the surveys as per guidelines
Participate to data collection and quality check at field level during the strategic indicators
Upload data form devices (ODK / KOBO), and support in data entry when needed and basic
Sensitize community, beneficiaries about feedback and complaints mechanisms and support the
development of IEC material to share with target community
Support project teams in conducting surveys and monitoring activities and process of data analysis for
Objective 2: Support staff capacity building and external reporting requirements.
Supervise DEO to ensure timely data entry and capacity building
Support and facilitate basic M&E training sessions for project staff on project monitoring and
evaluation and support development of M&E tools at project levels
Provide on-job training / support to PMs, DPMs and other project staff on processing of data for
APRs and other reporting requirements
Support project level staff including PMs in timely compilation of APRs and other project data
In collaboration with MEAL Manager, ensure debriefing with program teams & PMs after surveys
/ monitoring / evaluation activities
Manage survey teams, provide training (including on use of KOBO/ODK and questionnaires) and
feedback to and debrief survey teams.
Support the extraction of relevant data from APRs for the production of external communication
tools on Activity Progress Report statistics.
In charge of external reporting requirements of MIMU, tabulate project data as per standard
Share capacity building needs with PMs, attend trainings
Objective 3: Participate in strengthening Monitoring, Evaluation, Accountability and
Learning (MEAL) systems at base level
Support PMs in designing, planning and implementation of mission wide MEAL systems
Participate and support technical studies and assessment/surveys conducted by the programs
team and data analysis
Conduct independent field monitoring visits in accordance with field monitoring plans developed
with the MEAL manager
Support program unit in conducting monitoring visits and assist in external visitors specific to
Support PMs in learning events and presentation, share MEAL field findings and challenges and
Upon delegation of MEAL Manager, attend weekly base meetings.

Work with MEAL officers and PMs to ensure all projects in Rakhine are systematically using at
least three functional accountability mechanisms/FRM systems.
Ensure complaints are correctly and timely data entry into the FRM database and beneficiaries are
communicated with the in a dignified manner regarding their complaints/feedback.
Provide trainings on ACF accountability mechanism.
Perform any other duties assigned by supervisor
Demonstrate personal commitment in promoting Gender Equality and ACF Gender
The MEAL Officer should demonstrate personal commitment in promoting Gender Equality and
ACF Gender Minimum Standards within the humanitarian and/or development work
DEGREE AND SKILLS REQUIRED
Bachelor Degree in any applied social and natural sciences
Minimum 1 to 2 year of experience in positions directly related to Monitoring, Evaluation,
Accountability and Learning (MEAL)
Humanitarian experience in INGO is demanded.
Full competency in the usage of Computer and office software packages
