The MEAL Officer works under the supervision of the MEAL Manager and in close collaboration with Project
Managers and MEAL Officers. S/he is responsible for development and implementation of the monitoring,
evaluation, accountability and learning (MEAL) system as well as managing the Complaints Feedback Response
Mechanism (CFRM) policy and procedures across Rakhine State Programme. MEAL Officer is responsible for
overseeing the outputs and supervise data management officer.
M&E quality management
Support Rakhine Programme in establishing robust MEAL system under supervision of MEAL Manager
Ensuring consistency in monitoring and evaluation processes across Rakhine State programmes
Prepare MEAL plans, Results Frameworks and other relevant tools for projects, following PIN and/or
Develop MEAL tools and methodologies for baselines, mid-term and endline surveys, assessments,
other surveys and research activities to be undertaken in ongoing projects.
Implementation and reporting
Provide technical support in routine and results-based monitoring, including support to Project
Managers and implementing partners, in data translation, analysis and meaningful reporting on
Participate in conducting surveys or other data collection activities (observations, FGDs etc.)
Skills and Qualifications:
University degree in sociology, statistics, public administration, development studies or a related field
At least 3 years of proven experience ,with an INGO or NGO ideally in emergency response
Technical knowledge in MEAL and data management methodologies
Proven knowledge of qualitative/quantitative research methods
Demonstrated experience with MS Office and data analysis – e.g. SPSS, Stata, R or Python
Skilled in use of Kobo, remote monitoring and surveys
Experience with GIS, ODK or other relevant sofwares is a plus
Excellent organisational skills and attention to details.
Proven understanding of Rakhine State context and willingness to travel to the field
Capacity to work in remote areas with difficult access in volatile security environment
Ability to multi-task, follow procedures and meet deadlines.
Ability to work both independently and in a flexible manner
Ability to travel across different field sites and to maintain good relationships with stakeholders and
Proven knowledge and respect of key humanitarian principles
Ability to listen, communicate positively and resolve conflicts that may arise desired
Fluency in Burmese and in English required. Local (regional) language ability is a plus
